Investor Allegations
On August 21, 2025, an investor alleged that Hilda Miller engaged in unauthorized trading in two 529 mutual fund accounts. The investor further alleged fraud and theft, alleging Hilda Miller made unauthorized changes to the customer’s email address and mailing address and liquidated and distributed account holdings.
The investor sought $81,468.10, but the dispute was denied by the firm.
Investors should know, however, that firms can deny disputes without any external review, and investors can still recover following a denial.
Unauthorized Trading
Unauthorized trading violates FINRA Rule 3260, which limits brokers to exercising their trading discretion in pre-approved discretionary accounts.

FINRA Rule 2010 holds brokers to high standards of commercial honor and just and equitable principles of trade. Fraud and theft would violate this rule.
