Brian Fulton Allegedly Misrepresented CD Interest
Brian Fulton (CRD #: 4209607), a broker registered with Wells Fargo Clearing Services, allegedly misrepresented the interest of a certificate of deposit, according to his BrokerCheck record, accessed on November 1, 2024. Investor Dispute
On August 16, 2024, an investor alleged that Brian Fulton misrepresented the expected interest to be paid on a certificate of deposit at maturity. The client allegedly purchased a $20,000 Goldman Sachs zero-coupon market-linked certificate of deposit on December 22, 2017, to mature in December 2024.
Zero-coupon CDs do not pay interest periodically like a traditional CD. Instead, investors earn the face value of a zero-coupon CD once it matures.
This dispute was denied by the firm. However, investors can still seek out FINRA arbitration and potentially recover their losses even if a firm denies their dispute.

FINRA Rule 2020 forbids the use of deceptive, manipulative, and otherwise fraudulent methods to influence the purchase and sale of securities. Misrepresenting an investment’s risks, requirements, or other features violates this rule.
